Without Baal runs, fast levelling in Classic is as follows: early levels in Act I, then Act II Far Oasis/Lost City (12-15), Arcane Sanctuary/Canyon of the Magi (15-21), the Cow Level (21-24), then Hell Chaos runs (25+). With no Ancients quest, there is no level requirement per difficulty level. The Area Levels page lists the level of every area.

Levels 1-12

Clear the Den of Evil, then head for Stony Field, Dark Wood, Black Marsh. Good experience is available by farming Rakanishu, and caves such as The Hole in Black Marsh and The Pit in Tamoe Highland. By level 10 head to the Jail, and aim to kill Andariel by level 12.

Levels 12-15

Both areas sit a few levels above a fresh Act II character and are wide and open, so packs come quickly. Take the waypoints and run back and forth rather than pushing further into the act.

Levels 15-21

The Arcane Sanctuary and the Canyon both have waypoints and dense monster packs. Clearing them on the way to Duriel carries most characters into their early 20s. If you have an enchant Sorceress to help, equip Ravenclaw.

Levels 21-24

The Secret Cow Level opens after Diablo has been killed on the same difficulty (see the Horadric Cube recipe). At area level 28 its huge packs give far more experience than anything else open to a character in the low 20s. It usually means being taken through Acts III and IV by a stronger player first.

Levels 25+

From level 25, joining Hell Chaos Sanctuary runs is the fastest way up. Party members who stay close to the action share the experience from every kill, and the Sanctuary's monsters are level 78 and up. See the Chaos Sanctuary multiplayer guide.

Another option is Nightmare: the Nightmare Cow Level (area level 53) or Nightmare Chaos Sanctuary runs (area level 53).

Reaching Nightmare and Hell

Each difficulty opens once Diablo has been killed on the one before. Classic has no Ancients quest in Act V, so there is no level requirement: a low-level character can be taken through Normal and Nightmare by a stronger party and start Hell Chaos runs straight away.
